After World War I, the State of Maine commissioned Bashka Paeff to design a monument at the approach to the Memorial Bridge between Kittery, ME and Portsmouth, NH. She entitled it "The Horrors of War, " but the design contained no military figures and was considered "too pacifistic" by Governor Baxter, who rejected it and denied payment when it was ready for installation in 1925. The addition of military inscriptions and smaller figures satisfied the opposition, the bronze piece was cast, and the title was changed to "The Sacrifices of War." The monument is located in John Paul Jones Park at the approach to the Memorial Bridge in Kittery, Maine. The artist wrote, "I hope most of all that we shall not erect memorials to glorify war... We forget what suffering and horror it brought. We should set up memorials that would make us loathe war instead of admire it."
